Hello MSA Members,
On behalf of the Board of Directors at ARHCC, please be advised that the Ministry of Health (MoH) has once again agreed to reimburse physicians for active planning in response to COVID-19. Between October 19th 2020 and March 31st 2021 physicians may claim a maximum of 20 hours in total and will be reimbursed at the negotiated rates in the 2019 Physician Master Agreement.
MSA planning activities that were approved by the MSA Executives/Working Groups qualify provided that the following criteria are met.
- Physicians’ active participation in meetings and planning work that are directly related to supporting the management of the MoH’s COVID-19 Health-Sector Plan for Fall/Winter 2020-21. Payment will not be provided for passive attendance at meetings.
- Meetings must be about service delivery planning, re-design and implementation related to provision of patient care at a community, facility, regional and/or provincial level in response to COVID-19.
- The planning work is extraordinary, and goes beyond usual department, DOFP or MSA meetings – planning for patient care in the outpatient physician office settings do not qualify.
PROCESS FOR TRACKING AND PROCESSING CLAIMS
The Facility Engagement Management System (FEMS) will be utilized to track and process physician claims. A new engagement activity called, “Fall/Winter 2020-21 COVID Planning” will be set up in FEMS and all MSA physicians with a FEMS profile will be added to this activity.
Between October 19, 2020 and March 31, 2021, physicians can submit claims to this engagement activity in FEMS to a maximum of 20 hours in total. Eligible planning activities referenced above should be confirmed with your Local Department Head in regards to sessional time (hours) related to Covid19 active engagements prior to submitting your claim in FEMS. If a physician does not have a profile in the system, they will have to register in order to submit their claim. For information on how to create your profile in FEMS and submitting a claim, please forward your request to firstname.lastname@example.org, Project Manager for the MSA/PES at ARHCC.
After March 31, 2021, ARHCC will be required to submit one consolidated invoice from “Fall/Winter 2020-21 COVID Planning” engagement activity to email@example.com by April 30, 2021. This submission will be approved by the Board of the MSA executive and contain the physicians’ names, MSP numbers, and number of hours being claimed. This tracking spreadsheet is being forwarded to your Local Department Head. A new report will be created to assist with this process eliminating the need to use a spreadsheet to track and submit claims. More information on how to produce the report will be provided toward the end of the eligibility period. Claimed hours must match the total in the activity.
All submitted invoices will be reviewed by Doctors of BC in early May 2021, after which funds will be transferred to our MSA. Physicians can expect compensation by early June 2021.
